Compared to the previous commit, the action graphs for just
and its unit tests are unchanged.

Refactor:
- "local cflags" to "private-cflags"
- "local defines" to "private-defines"
- "link externals" to "private-ldflags"
- "deps" to "private-deps" for (test) binaries
- "proto" to "private-proto" for binaries
Improvements:
- consistent variable declaration order:
OS, ARCH, HOST_ARCH, TARGET_ARCH,
CC, CXX, CFLAGS, CXXFLAGS, ADD_CFLAGS, ADD_CXXFLAGS,
AR, ENV, PATH
- use fields close to their definition (in RULES)
- use common expression for binaries and test binaries
- split expression "flags" and "compiler"
... to separate ones for CC and CXX.
- rename "transition" to "deps-transition"
... to avoid conflicts with other transitions.
- support "defaults-transition" for CC expressions
Implement:
- "cflags" for libraries
- "private-cflags" for (test) binaries
- "private-defines" for test binaries
- "private-ldflags" for test binaries
- (public) "defines" for libraries

While there, also add all direct dependencies explicitly; using
directly dependencies that are pulled in only indireclty causes
problems from a maintainability point of view.

Analysing a target is a pretty self-contained task. So move it
into a library of its own, to keep main.cpp more managable.
|

... which, if defined, is appended to the suffix string. In this way,
versions can be forked, e.g., if non-upstream changes are included.

To also allow identifying snapshot versions in a meaningful way,
we support embedding SOURCE_DATE_EPOCH which ought to be set to
the commit time of the commit used.

Reporting, with exponentially backing off intervals, the number of
cache hits found so far, the number of actions that have ben run,
and the number of actions currently under consideration.

This is the initial version of our tool that is able to
build itself. In can be bootstrapped by
./bin/bootstrap.py
