rules CC defaults: Add DEBUGFLAGS and ADD_DEBUGFLAGS config vars
If in debug mode
- DEBUGFLAGS replaces any resulting CFLAGS and CXXFLAGS, and
- ADD_DEBUGFLAGS is appended to the resulting debug compile flags.
